Premera Blue Cross is seeking a Data Engineer III for its Mountlake Terrace, Washington office.
Job Duties: Create, modify, and test the code, forms, and scripts that construct the data sets that drive our Data Science and Business Intelligence capabilities. Develop and write solutions to store, locate, and retrieve specific documents, data, and information and distribute through multiple methods. Solve business and data engineering problems using data centric programming and scripting skills to create data models and pipelines. Lead all phases of architecture, conceptualization, design, development, testing, and production support of BI solutions. Consult with the business to create understanding of the needs, pace, and direction for our business partners, translate these needs into requirements and specifications, and maintain contact with the customers through project completion. Architect, design, and build best-of-class production processes that ensure security, efficiency, and availability of analytic tools and data. Collaborate with data scientists and analysts to further understand business problems. Program and manage APIs for data exchange. Lead and conduct unit and system testing to ensure design is still relevant and implementation is producing a useful, maintainable, reliable product. Mentor and train other team members by introducing them to new technologies, methods, and learning resources. Act as a resource to the technical community as well as business partners. Education Requirements: Bachelor’s degree or foreign equivalent, in Computer Science, Computer Engineering, Information Technology, or a related field.
Experience Requirements: Five (5) years of progressive, post-baccalaureate experience in each of the following:
- Design, create, test, deploy, and maintain data pipelines that deliver curated, value-added data assets such as data marts and other purpose-built data stores to server providers, clinicians, and case managers.
- Work with healthcare claims, providers, members, and eligibility data, integrating them from different source systems into one unified data store for applications and downstream systems for reporting needs.
- Oversee the submission and receipt of datasets securely with external entities through APIs and secure FTP, handling varying FHIR HL7 file formats.
- Develop and support NCQA HEDIS and AHRQ PQA measures using NCQA and AHRQ specifications, demonstrating the ability to integrate lab, supplemental, and administrative claims data to support measures.
- Employ platforms like Delta Lake on AWS S3 or Azure Data Lake Storage for managing large volumes of data. Use Snowflake for cloud-based data storage and analytics, Teradata for enterprise data warehousing, and Informatica for data integration and ETL processes.
- Prescribe and optimize the use of cloud-native and third-party capabilities, especially within Snowflake, Azure or AWS.
- Work in scrum and agile methodologies and implement DataOps practices using Azure DevOps and GitHub for version control and CI/CD.
Foreign equivalent degrees are acceptable.

Salary: $196,914 to $196,914 per year
