Job Type:Regular Full-Time
Location: City Hall: 625 Swift Blvd - Richland, Washington
TARGET HIRING RANGE: $31.29 to $37.54 (DOQ)

Performs intermediate skilled administrative support work to multiple levels of management and employees in one or more key functional areas of Human Resources, and related work as apparent or assigned. Work is performed under the general direction of the Human Resources Manager ("supervisor").

 Minimum Qualifications:

Associates/Technical degree with coursework in human resources management, business administration, public administration, employment law, general studies or related field and three (3) years of experience in human resources administration, or equivalent combination of education and experience.

Valid driver's license.
 Desirable Qualifications:

  • Bachelor's degree in human resources management.
  • Five (5) or more years of experience in human resources with at least three (3) years in a generalist or specialist role.
  • SHRM-SCP, SHRM-CP, SPHR or PHR certification.
  • Strong employee and labor relations experience, preferably in a union environment with multiple collective bargaining agreements.
  • Prior experience conducting fact-findings/investigations and drafting disciplinary documents.
  • Prior experience with NEOGOV or similar applicant tracking system.
  • Prior experience with a HRIS system, or strong technical aptitude to work within a HRIS system.
  • Prior experience administering leave management programs (FMLA, ADA, Workers' Comp, etc.).
  • Solid understanding and experience in recruitment and selection to include civil service (police/fire) processes.
  • Experience conducting on-boarding and off-boarding.
  • Prior experience administering performance management systems to include probationary, annual and performance improvement plans.

Selection will be based on overall qualifications, written assignment, skills testing (tentatively scheduled for 9/12/19), panel interview (tentatively scheduled for 9/19/19), and candidate assessment with a final interview (tentatively scheduled for 9/26/19). Final candidate selected will be required to complete a comprehensive background/reference check.
